Strong Families Nonprofit Eligibility Certification

Thank you for your interest in applying for eligibility to receive designated contributions under the Strong Families Tax Credit Program enacted under Subchapter P, Chapter 171, of the Texas Tax Code.

This application should take approximately 15 minutes to complete and must be completed in one sitting.  To support the facilitation of this program, there is an application fee of $20 fee.

When the application is submitted, you will be rerouted to a payment platform to complete the transaction. If you are unable to make the payment at this time, a link to the payment platform will be emailed to you with confirmation of your application. Payment must be completed before OneStar will review your application. OneStar will review all applications within two weeks of payment.

ELIGIBILITY INFORMATION
Eligible organizations must provide services or programs that meet one or both of the following criteria:
  • Comprehensive case management services for at-risk families based on an assessment of family strengths and needs, including assisting families in achieving self-sufficiency and stability and encouraging workforce participation; or
  • Services and resources to assist fathers in learning/improving parenting skills and being more engaged in their children’s lives through in-school programs and online resources.

ACKNOWLEDGEMENT OF DUTIES
Once certified and in receipt of a designated contribution, an eligible organization shall do the following:
  • Conduct a local, state, and national criminal background check for all individuals working with children in a program funded by the designated contributions (including the use of commercial criminal records locator and the national sex offender registry database
  • Spend all designated contributions to provide services or resources to residents of Texas, up to 5% may be used for administrative expenses
  • Submit a copy of current IRS form 990 to the Comptroller's Office
  • On receipt of a designated contribution, the organization must provide a certificate of contribution to the donating entity
  • Provide a copy of each certificate of contribution to the Comptroller's Office within 30 days of the contribution

ACKNOWLEDGEMENT FOR RECERTIFICATION
To remain eligible, the organization must submit the following information annually about the previous calendar year:
  • A narrative description of the qualifying services and resources provided by the organization
  • The total number of individuals served though the services described above and the number of individuals who were able to be served specifically because of the designated contributions. 
  • The outcomes for qualifying services and resources 
  • An updated 990
  • Updated contact information 
  • A signed statement from an officer of the organization that attests to on-going eligibility, compliance with the previous year's requirements and the intention to comply with the requirements in the next year.
